News and traffic changes
The new central city travel network is an important part of creating a welcoming central city which puts people first. Accessible City will create the network which makes it easy, safer and more enjoyable to get to great central city destinations and to make the most of public spaces.
Streets will be designed so that there are new ways for motorists, pedestrians, cyclists and public transport users to move around and share central city streets and spaces.
The new design of the streets will balance the needs and choices of many more people moving around the central city. Accessible City plans for:
- future road layouts
- providing for pedestrians, cycles, public transport and private vehicles
- slower speed zones in some parts of the central city
- better public spaces
The An Accessible City transport chapter is an addendum to the Christchurch Central Recovery Plan, replacing the previous transport chapter, and was launched in October 2013. Work on the first group of projects will begin in 2014.

What travel choice will you make?
Accessible City focuses on providing better central city travel choices for people, no matter how they travel.
The big picture
The Christchurch Transport Strategic Plan [PDF 4.8MB] aims to keep the whole of Christchurch moving forward by providing transport choices to connect people and places. The Canterbury Regional Land Transport Strategy (RLTS) sets the strategic direction for land transport within the Canterbury region over a 30 year period.
Public transport choices
Public transport routes and infrastructure will encourage bus travel to and from the central city allowing for a significant increase in bus use in the coming decades.
Cycling will be encouraged in the central city. Routes for both commuter and recreational cyclists will offer good connections from the wider city into the central city and the Core.
Creating better streets for pedestrians will help attract shoppers, residents and visitors, and so support businesses to re-establish themselves in the central city.
Private motor vehicle choices
A network of distributor streets will provide efficient access for vehicles to destinations within the central city.

The chapter builds on the Christchurch City Council's 'Share an Idea' campaign and resulting draft Central City Plan, and on decisions made in the Recovery Plan released on 31 July 2012. It also draws on the Greater Christchurch Recovery Strategy, the Christchurch Transport Strategic Plan and the Regional Public Passenger Transport Plan.
Streets & Spaces Design Guide
The Streets & Spaces Design Guide supports the implementation of An Accessible City by promoting the construction of public spaces (public realm network) that are people focused and aims to bring together public realm projects (public and private) in the central city in a coherent and coordinated way.
Accessible City identifies that the right balance of on and off street parking [PDF 2MB] will mean there are enough car parks to support a vibrant central city economy, while the total number of car parks will support the development of a welcoming, uncongested central city environment.
Right now, there is enough parking supply to meet demand.
The Christchurch Central Parking Plan, jointly developed with the Christchurch Central Development Unit – CERA, is a live, online document that monitors the current supply and demand for parking for the Central City – and forecasts its likely future.
