The Christchurch Central Recovery Plan directs the Christchurch City Council to make a series of changes to its District Plan to make sure that the objectives of the Recovery Plan are met. These changes are listed in Appendix 1 [PDF 2MB] of the Christchurch Central Recovery Plan.

The amendments to the District Plan enable landowners to continue with their development plans in much of the city, provided that these comply with District Plan rules.

The Recovery Plan, through amendments to the District Plan, sets the appropriate zoning and regulatory framework for a rebuild of the retail precinct, centred around Cashel Mall through to High Street.
The Government is looking at the best means to support this redevelopment through comprehensive retail development.

CERA is committed to working collaboratively with property owners to ensure the best outcome for the retail precinct.

The District Plan requires an Outline Development Plan for areas of at least 7500m2. These Outline Development Plans are intended to cover urban design matters and deal with pedestrian connections, car parking and servicing arrangements, public open space, natural lights and interrelationships between other Outline Development Plans.
